CPA. Juma Amour Mohammed is a Professional Banker, Advisor, Consultant, and accountant with a demonstrated history of working in the banking industry for 25 years. Skilled in Business Planning, Risk Management, Business Continuity Management, International Banking and finance, Accounting, Islamic Finance and Banking, Islamic Capital Markets and fund management, and Takaful. He holds a Master of Science in Finance from the University of Strathclyde, CPA (Certified Public Accountant) by the NBAA, Post Graduate Diploma in Financial Management from IFM Tanzania, a Diploma in International Banking and Finance at Wolfsberg, The Platform of Executive and Business Development in Switzerland, and a Diploma in International Risk Management in Financial Institutions organized by the KPMG, Sweden.

Mr. Mohammed has also been accredited with the following Professional certifications (1) Associate Certified Public Accountant (ACPA) by the NBAA-Tanzania and (2) Associate Member-Senior Associate by the Chartered Institute of Islamic Finance Professional (CIIF) Malaysia During his career as a Director of Finance and CEO at the People’s Bank of Zanzibar, he led the restructuring process of the bank and managed to transform/turn around the bank from loss making entity with undercapitalization and negative net worth into a profitable and strong bank, without Capital injection from the Share Holders. He also achieved a very important milestone at the Peoples Bank of Zanzibar by establishing the Islamic Banking Division as a stand-alone proposition.

Mr Mohammed has been appointed to serve on different Boards of Directors and Governing Boards as a Member of the Board and Chairman. Among others, as a Chairman of the Board of Zanzibar Institute of Accountants, Auditors and Tax Consultants (ZIAAT), Chairman of the Board of Zanzibar Economic Empowerment Agency (ZEEA), Chairman of the Board of Furaha Safari and Financial Services, Member of the Governing Board of the National Board of Accountants and Auditors (NBAA-Tanzania) for six years, A member of Shariah Advisory Board of CRDB Bank PLC, and a Member of the Governing Council and Chairman of Finance and administrative committee of the Zanzibar Institute of Financial Administration.

He has been selected by the Government of Zanzibar as a member of a special team of professionals to spearhead the review of the activities of the waqf and trust commission. He has also been involved in many Projects, Business/Strategic planning preparation and research projects. He is now working on different projects at the private sector level and Government

EXPERIENCE IN GOVERNMENT

As a Director of Finance and Administration, I was managing all financial and administrative services for the PBZ and was providing strategic business guidance to further develop PBZ as a financially sound organization. AS Finance and Administration Director I was coordinating strategic business planning, supervise/conduct all financial operations, and manage the administrative portfolio for the PBZ.PBZ was not making profit for very long time. Different initiatives including cost cutting strategies done during my time at this directorate that helped the bank to start making profit for the first time 2001after a very long time as a loss-making entity.

OTHER ENGAGEMENTS

Recently the evolutional government of Zanzibar appointed special team of professionals to spearhead the review of the activities of the Waqf commission that involve Waqf, Amana, Zakah, inheritance, and hajj. Being one of the members of the team, our main task is to review the structure and its activities and propose ideal set up, efficient management of its resources taking advantage of Shariah compliant investment avenues available in the market and governance structure that will allow the commission to operate efficiently and independently.

Co-opted by waqfu zanzibar to participate in preparation of zanzibar hajj fund. Among other things i prepared, investment policy, structure and other important ingredient of the would be hajj fund. In this assignment i also attended on job training oh hajj management at tabung hajj malaysia. Co-opted by utahiza and jumaza to prepare paper on transforming zanzibar into hub in islamic finance. The paper includes among other things, halal certification, islamic banking, takaful, sukuk, zakah, waqfu and hajj fund.Appointed as member of governing council of national board of accountants and auditors (nbaa)
